"We are already building practically as many ships as we did in Soviet times," First Deputy Prime Minister Sergei Ivanov said during a visit to Severodvinsk in July 2007, "The problem now is not lack of money, but how to optimize production so that the navy can get new ships three, not five, years after laying them down."[4] The Russian Navy suffered severely since the dissolution of the Soviet Union due to insufficient maintenance, lack of funding and subsequent effects on the training of personnel and timely replacement of equipment. Another setback is attributed to Russia's domestic shipbuilding industry which is reported to have been in decline as to their capabilities of constructing contemporary hardware efficiently. Some analysts even say that because of this Russia's naval capabilities have been facing a slow but certain "irreversible collapse".[5][6] Some analysts say that the recent rise in gas and oil prices has enabled a sort of renaissance of the Russian Navy due to increased available funds, which may allow Russia to begin "developing the capacity to modernize".[7] In August 2014, Defence Minister Sergei Shoigu said that Russian naval capabilities would be bolstered with new weapons and equipment within the next six years in response to NATO deployments in eastern Europe and recent developments in Ukraine.[8]

Probably this was the main drive of two young Australian model ship builders: Antonio Ramos and Ivan Kramar who dared to cross half the globe in order to learn the art from Saint Petesburg craftsmen. This event seems to be the first step towards establishing a long hoped-for International Academy of model ship building. Alexander: I had the idea of creating an Academy of model ship building that is going to be both virtual and real. So, having installed a computer system of free international calls supported by video -- Skype -- I met model ship builders from many countries of the world including two Australian men. First they were thinking of inviting me to Australia so I can teach them model ship building sort of being on a business trip. However, later I thought may be we should invite them to Russia instead and take them to existing craft rooms and using available tools show them how Russian model ship builders create their masterpieces. Woman's voice: The Australian craftsmen will spend almost a month living on the banks of Neva river. We met them in a craft room of one of the Russian leading model ship builders -- Michail Bezverhniy, who is a winner of some Russian and world championships. Here, in a small flat on 'Shipbulding street', the representatives of the Green Continent are taking their first craft work lessons. Probably it is destiny that many Russian model ship builders live on a street with such a symbolic name. The visit to Saint Petesburg awakened a dream with the Australian model ship builders -- they want to create their first model ship that will be as good or even better than the works of their teacher Mikhail Bezverhniy -- whom they respectively call Doctor Mike. Anthony: Doctor Mike is an exceptional model ship builder, I hope I can adopt his skills to bring with me to Australia. This will help me to build models of high quality so I can take part in competitions on model ship building in Europe. The Navy's three primary areas of responsibility:[12] The preparation of naval forces necessary for the effective prosecution of war The maintenance of naval aviation, including land-based naval aviation, air transport essential for naval operations and all air weapons and air techniques involved in the operations and activities of the Navy The development of aircraft, weapons, tactics, technique, organization, and equipment of naval combat and service elements. U.S. Navy training manuals state that the mission of the U.S. Armed Forces is "to prepare and conduct prompt and sustained combat operations in support of the national interest."[13] As part of that establishment, the U.S. Navy's functions comprise sea control, power projection and nuclear deterrence, in addition to "sealift" duties.[14] Cold War[edit] The potential for armed conflict with the Soviet Union during the Cold War pushed the U.S. Navy to continue its technological advancement by developing new weapons systems, ships, and aircraft. United States naval strategy changed to that of forward deployment in support of U.S. allies with an emphasis on carrier battle groups.[30] The navy was a major participant in the Vietnam War, blockaded Cuba during the Cuban Missile Crisis, and, through the use of ballistic missile submarines, became an important aspect of the United States' nuclear strategic deterrence policy. The United States Navy conducted various combat operations in the Persian Gulf against Iran in 1987 and 1988, most notably Operation Praying Mantis. The Navy was extensively involved in Operation Urgent Fury, Operation Desert Shield, Operation Desert Storm, Operation Deliberate Force, Operation Allied Force, Operation Desert Fox and Operation Southern Watch. The U.S. Navy has also been involved in search and rescue/search and salvage operations, sometimes in conjunction with vessels of other countries as well as with U.S. Coast Guard ships. Two examples are the 1966 Palomares B-52 crash incident and search for the nuclear bombs, and Task Force 71 of the Seventh Fleet operation in search for Korean Air Lines Flight 007 shot down by the Soviets on 1 September 1983. 21st century When a crisis confronts the nation, the first question often asked by policymakers is: 'What naval forces are available and how fast can they be on station?'
